The setting-up of a wind project requires land agreements. To do it, SL ENERGIES proceeds to the contractualization of the plots of land. When the owners are favorable, feasibility studies, necessary for the applications for permit to build and of authorization of operation, can begin.
We lead then very detailed studies, essential to the constitution of the files of applications for permit to build and of authorization of operation.
The main stages of the development realized by SL ENERGIES are:
- Studies of wind: measure of the climatic parameters (speed, turbulence and wind direction, temperatures, etc.) by the installation of one or several masts of measures collecting the data over a period of at least one year
- Analysis of the wind field, thanks to the data of the masts of measures, crossed with the information of the neighbouring meteorological stations.
- Realization of the environmental and landscaped studies on a distant and moved closer scope: the bio-evaluation studies the natural circles (avifauna and flora, observations and expertises of grounds are made in the various specific seasons of the natural cycles.
- The acoustic study studies the sound effect of wind turbines. We feign the sound presence of wind turbines to verify their adequacy with regard to the site. The acoustic sensibility is estimated on the base on one hand, by measures realized over long periods, near the places of houses or life the closest or the most exposed to the project, and on the other hand, of acoustic simulations by means of expert software, corresponding to the standards, the laws and applicable decrees regarding acoustics. These studies allow to validate that the proposed setting-up, with the envisaged wind turbines, respect the statutory levels and protect the acoustic environment of the local residents.
- The landscaped study studies the territory of reception and proposes solutions to join at best the wind farm into the landscape: on the landscaped plan the visual impact is feigned from specific software which take into account characteristics of the ground and those of the wind turbines. It is so possible to determine spheres of visual influence (visibility in a beam of several kilometers) and to establish photomontages which supply a visual representation on the scale of the site.
According to the evaluation of all the sensibilities, the impacts and the expectations, the project is modified, optimized and revalued to propose a project of lesser impact.
- Elaboration and deposit of the application for permit to build. This document includes, besides the plans and the administrative documents, an Environmental study and a Landscaped Shutter.
- Instruction of the building permit by the departments of the state: opinion of the concerned departments, the public inquiry, the passage in committee of sites and landscapes (on the initiative of the prefect), decision of the prefect to grant (or to refuse) the building permit.
- Request and obtaining of the right opening certificate for the obligation of purchase, organized the agreement of repurchase of energy, organized by the agreements necessary for the electrical connection on the national network, asks and obtaining of the authorization to exploit.
- Consultation of the subcontracting companies: builders of wind turbines, construction companies (civil engineering, public road network, of electric wirings etc.
